It might encourage people to treat upvotes as more of a currency and less of a gift. People will preserve their upvotes and not be willing to upvote good content because they don't want to run out.

Well the way around that is to simply post comments yourself. If you're active in the community it doesn't really take long at all to get over 20 CCP

There are new user restrictions to maintain quality of participation, but they are nowhere near excessive or tyrannical.
I'd suggest you to use the account that you intend to use regularly and these restrictions get lifted sometimes before one even notices them.

To be fair, it encourages active participation rather than lurking, and I like that. I wouldn't be conversing this much if I weren't hoping for more upvoats. I think having so many upvoats per days is a decent compromise.
