It probably depends on where you are. Public works projects have been some of the biggest wastes of taxpayer money since the early 19th century in America and long before throughout the world. So you face a history of abuse and waste. In fact public works projects have long been a way for politicians to hand out favors in exchange for votes. You get a construction union to vote you into office and repay them with sweet deals on construction projects that may or may not be needed. My advice to you would be to find out who your mayor and governor are and see if they have ties to the construction company doing the work. Find out what union the guys are in and see how that union votes. More than likely you will begin to see patterns emerge. Whether there is a group in your region that looks at this kind of thing I couldn't tell you but maybe you can be the one to start it.
Oh, and don't feel bad. Many libertarians, such as myself, don't really follow the libertarian party either. For me it more of an ethical guideline than a political party.
