I'm blocking facebook's domains with NoScript. I think that should be enough to thwart their tracking.

Why can't more countries follow the lead of Belgium and fine facebook for these intrusive practices?

Because either they're not really that tech savvy, don't care, or want facebook to track people and do the dirty work for them.

They already had Facebook Exchange, so i dont doubt they were doing it to non members too:

Facebook Exchange, a real-time bidding ad system where visitors to third-party websites are marked with a cookie, and can then be shown real-time bid ads related to their web browsing when they return to Facebook.

They have a division that specializes in tracking people offline as well already.
