Given the NFL's recent history of docking draft picks of repeat offenders, I'm shocked we didn't lose some draft picks too (I thought we deserved to lose draft picks). Though that might be because the penalty negotiated in the CBA for having pads in practices where they're not allowed has a strict set of punishments and draft picks aren't included anywhere in them.

A team source told ESPN that rookies and tryout players were in pads for five minutes for a punt-protection drill.
Losing a draft pick for 5 minutes of practice is pretty ridiculous. This really seems like an honest mistake that the team was hit pretty hard for, probably because like you said, repeat offenders.

The NFL's competitive balance rules regarding practices are some of the strictest rules they operate under. This is one of the biggest problems, logistically, with a potential team based in London.
