There is a golden rule that all seasoned developers keep close to their hearts: if it ain't broke, don't fix it.

If the current system fulfills all the existing requirements, the system works. Updating a system of this magnitude for the sake of "modernization" is the classic recipe that countless multimillion dollar projects used to fail spectacularly.

You're incorrectly assuming that these devices are not networked, when the article suggests they are :

The report said that the Department of Defence systems that co-ordinated intercontinental ballistic missiles, nuclear bombers and tanker support aircraft "runs on an IBM Series-1 Computer - a 1970s computing system - and uses eight-inch floppy disks".

I'm not sure how the inclusion of Hillary in this discussion is rationalized in your mind, but the article mentions that they are working to modernize the system :

The report said that the Pentagon was planning to fully replace the system by the end of 2020.

Excellent. They should also connect them via unsecure wifi to the web for extra fun.

To be fair, their systems are probably far more secure than even your bank's. They are old enough that there is little likelihood of there being undiscovered or unpatched major bugs/vulnerabilities.
