Social Security itself is a socialist program. The US has many socialist programs. It just means something provided by society for citizens. They are basically membership benefits.
"Socialism" != government either. A socialist policy is a policy framework provided by society for the benefit of society. Likewise "Capitalism" is a policy or legal framework to benefit those that control Capital.
