If you can clone headless bodies for spare parts or as possible hosts for head transplants why the hell not ?

Human reproduction is already very close to cloning anyway .

Yes but a fully developed clone would be a person and you cannot keep persons as "spare"

We should stop all natural reproductive processes for all people under a 120 IQ. Then clone the people of the past who have done amazing things or who have amazing intellects to make up for the short fall of the lower IQ people that are no longer reproducing.

Why would you clone a whole person? Doesn't have much use. Most of the things that make a person worth copying is their memories and knowledge. a body without knowledge just isn't worth much more than the organs. And those just aren't valuable enough to make cloning and growing an entire person worthwhile.
