This is exactly what the president should say, he is following the constitution. By letting State governments deal with subjects like this it gives citizens a voice and ability to protest stupid laws, instead of forcing top down Federal Mandates that citizens have no say about and cannot even go protest against.

Why even states? At best, it should be a school district issue, but there must be so few students actually concerned about this that even a school-by-school decision process is reasonable.

He pawns a lot of these touchy social issues off on states...which is probably fine since the federal government intervening in either direction would be a big overreach. I can see a state like California which probably has a higher concentration of these sorts of people allowing it while Arkansas would say no and that's just fine.
