I'm not as scared of death as you. Also if it where legal to shot a theif they wouldn't be shot preemptively (maybe accidentally is the word you're looking for).
I think you overestimate the level of casualties.
If anything thievery would go down and it's worth perhaps the few deaths committed by a sloppy thief to be able to execute more people whose lives have negative value.
People still live in areas with tornadoes. Stray police bullets kill bystanders. Car accidents happen. There are all sorts of acceptable risks in society this would just be another.

Let me paint you another picture:
"I'ma steal this bike." POP POP POP
"Yay nobody to shoot me!" Takes bike
Random massacres are not an acceptable trade-off for the theoretical legal ability to shoot people for childish reasons.
You're talking to the wrong guy. The police shouldn't be armed, Velomobiles are more efficient and likely safer than cars, and we really should be building vertical cities in safe locations for everyone to live in.

I mentioned that in the second part of my post.
We disagree. I think our currently clinging to safety over being able to punish is much more child like. It is children who are sensitive and governed by fear.
Fair enough we are philosophically probably so different and different in our values that there is no way we could agree.
